The Employment and Employability Institute Pte. Ltd. (“e2i”) invites Tenderers to submit proposals for the provision, implementation, and maintenance of a Grant Management System (GMS) solution for the organisation.
The GMS is a web-based platform designed to support the end-to-end administration of workforce development grants, from application submission and assessment to grant disbursement, project closure, audit, and recovery where applicable. The system will support multiple grant schemes, including Institutional Grants (IG), Career Conversion Programmes (CCP), training allowance programmes, and future grant initiatives. The solution aims to streamline grant operations through workflow automation, compliance monitoring, integration with external and internal systems, and centralised data management, enabling greater operational efficiency, transparency, and reporting capabilities.
The Tender Scope includes, but is not limited to, the design, development, configuration, testing, implementation, integration, user training, legacy data migration, commissioning, enhancement support, and maintenance of a fully operational GMS solution.
The tender is for the build and implementation of a Grant Management System, with a maintenance contract period of five (5) years, comprising an initial three (3) years with an option to extend for one (1) year plus a further one (1) year, subject to e2i’s requirements and approval.

Tender Briefing
A briefing will be conducted to provide interested Tenderers with an overview of the project requirements as well as an opportunity to seek further clarifications.
Interested Tenderers will be able to register up to two representatives for the briefing session. Attendance at the tender briefing is compulsory for all interested Tenderers.
