Mr Roy Chiang spent 29 years in the Singapore Armed Forces before taking up the reins of CBM Pte Ltd in 2007. Over a distinguished military career, Roy held several key command and staff appointments and attended several renowned institutions as part of his military education.

As CEO/President of CBM, he oversees all operational aspects of the group’s business entities, including its business development and financial planning.

As an integrated Facilities Management (FM) group of companies, CBM employs more than 2000 staff. Roy places much emphasis on training and improving the welfare of his employees through developing their skill-sets, so that they remain relevant to the needs and expectations of the FM industry as it transforms.

Through his leadership and aptitude for strategic planning, he has widened CBM’s range of FM competencies and diversified its businesses, resulting in a rapid expansion of the group’s local and overseas presence. CBM’s success is illustrated through its unprecedented exponential growth in the last 10 years, making it one of the largest players in the Singapore’s FM industry today. Roy holds directorships in all of CBM’s subsidiaries and is currently Chairman of the group’s overseas JV boards in Qatar and Thailand.

Roy has a business honours degree (BBA-Hons) from the National University of Singapore and attended an executive development programme at Harvard University in 2003.

Ms Caryn Lim

Ms Caryn Lim brings with her a wealth of experience in manpower planning and policy development. She has been with the Labour Movement family as Director of NTUC’s Economic and Social Policy Units since 2019 and helped develop these 2 new departments to formulate and advocate policy positions on labour issues as well as internal policies.

She was working with NTUC and Ministry of Manpower (MOM) counterparts on the Self-Employed Persons Income Relief Scheme (SIRS) in 2020. The SIRS scheme helped about 200,000 SEPs.

Prior to that, she worked in various roles at MOM, including developing policies for Continuing Education and Training (CET) as well as the protection of foreign workers and foreign domestic workers in Singapore. At MOM, she was part of the team that developed and implemented the Skills Programme for Upgrading and Resilience (SPUR) during the last downturn to cut cost and save jobs. She was also involved in policy formulation to develop the two major CET Campuses which today are the Devan Nair Institute for Employment and Employability and the Lifelong Learning Institute.

Mr Adrian Lim

Group Managing Director, Disk Precision Group of Companies

Mr Adrian Lim is Group Managing Director of Disk Precision with more than 15 years of experience, leading the company employing 1000 staff across Southeast Asia. His prior work experience has been with both MNCs and SMEs in various management roles. Adrian is currently a council member of Singapore National Employers Federation, and also serves in various other government boards and grassroots organizations.

Being an active community volunteer, Adrian has good experience via grassroots work in rendering assistance to citizens in need, including areas of financial welfare and job search / placement support. He is appointed Justice of the Peace and awarded the Public Service Medal and Public Service Star in recognition of his work.

After studying in Raffles institution and Raffles Junior College, Adrian graduated with a Bachelor of Business Administration degree from the National University of Singapore and received the Master Of Science in Operations Management from the University of Manchester Institute of Science and Technology.

Adrian is married with three teenage children.

He currently serves on the Future Economy Council (FEC) Manufacturing Sub-committee co-chaired by the Senior Minister of State for Trade and Industry. He is the Chairman of the Board of Governors of the Institute of Technical Education (ITE) and is a Board Member of the Ministry of Manpower’s Workforce Singapore Agency (WSG).

Andrew stepped down as Regional President and Managing Director of Infineon Technologies Asia Pacific but remains active in the semiconductor industry through his Chairmanship of the Singapore Semiconductor Industry Association (SSIA). He also holds Board and advisory roles in several technology start-up companies. He is on the Board of Mapletree Industrial Trust Management Ltd, the Manager for Singapore Exchange listed Mapletree Industrial Trust and serves on the Board of NTUC Health Cooperative.

He was conferred a Medal of Commendation at the 2017 May Day Awards for promoting good industrial relations and initiating workers’ training and skills upgrading programmes, and has co-authored a book on the technological and business trends in the automotive market in Asia.

Andrew received his Bachelor of Electronics Engineering and Master of Business Administration from the University of Adelaide in South Australia.

Mr Chak Kong Soon

Chak has been in the ICT industry for almost 30 years. His passion in building and nurturing organisations led him to collaborate with several prominent individuals to start Stream Global Pte. Ltd. Stream Global is a local “Venture Catalyst” whose main objective is to invest in and partner with entrepreneurs and assist them in realising their potential.

In order to achieve this, Stream Global will assign relevant experienced partners or individuals to work hands-on with the organisation. In partnership with the Media Authority of Singapore (MDA) and the National Research Foundation (NRF), Stream Global jointly invests in start-ups both in Singapore and the region.

He is currently the Immediate Past President and one of the 18 Honorary Fellows in the Singapore Computer Society. Chak is currently serving as a Board Member in the Institute of System Sciences of the National University of Singapore and Academic Advisory Board of the IT schools in Institute of Technical Education (ITE), Singapore Polytechnic and SIM University.

Earlier in his career, Chak was with Andersen Consulting (now known as Accenture), a global IT and management consulting firm. During his career with AC, he was involved in creating a business-driven information technology strategy, architecture and plan for organisations. He was also the Chief Quality Officer with overall responsibility for all quality initiatives in its Singapore office and has successfully completed BSI’s ISO 9000 Lead Assessor Examination.

Mr Damian Chan

Between 2011 till June 2015, as International Director for Americas, he led EDB’s operations across North and South America, working closely with global companies there to help them succeed in Asia via Singapore. Prior to that, he was the Director of Electronics Cluster in EDB. He was also the Centre Director of EDB Dallas Centre from 2002 to 2005, and of EDB Chicago Centre in 2001. He joined EDB in 1996.

He received a Bachelor of Arts (First Class Honours) in Philosophy, Politics and Economics from Oxford University in 1996. He is married with four children.

It also supports the growth of Singapore as a hub for global trading and startups, and builds trust in Singapore’s products and services through quality and standards. Prior to his current appointment, Mr Siow was Principal Private Secretary to Prime Minister Lee Hsien Loong. He has also served in other capacities at the Ministry of Transport, Ministry of Manpower, Prime Minister’s Office, and Ministry of Education.

Mr Siow graduated from the Massachusetts Institute of Technology Sloan Fellows Program with an MBA. He also holds a BA in Economics & Government and a BSc in Urban & Regional Studies from Cornell University.

Teong Wah is active as an industry leader; he helmed the position of President of Food and Beverage Managers’ Association, and Chairman of the Institute for Technical Education (ITE) Hospitality Advisory Board Committee. A highly respected leader and hotelier, Mr Kung has received many accolades throughout the course of his career, such as the May Day Award Labour of Friend in 2020, Medal of Commendation, and SkillsFuture Fellowship Award in 2022 for his work to enhance training and employability. Most recently, he was awarded by the Singapore Tourism Award for Outstanding Business Innovation (2022).

Mr Tan Choon Shian

Mr Tan Choon Shian is Chief Executive, Workforce Singapore (WSG) effective 4 Oct 2016. He joined Workforce Development Agency (WDA) on 1 Aug 2016 to prepare for the reconstitution of WDA into WSG. Before his current appointment, Choon Shian was the Principal and Chief Executive Officer of Singapore Polytechnic from 1 Jan 2013 to July 2016.

Choon Shian was previously Deputy Managing Director of the Singapore Economic Development Board (EDB), where he spent 20 years. He started as a senior officer in EDB’s electronics cluster in 1992. He was based in Tokyo at EDB Japan where he was concurrently the First Secretary (Industry) of the Singapore Embassy in Japan from 1995 to 1998.

He held Director-level appointments leading various EDB divisions including Electronics and Precision Engineering Cluster, Japan Operations, Planning and Policy, Marketing Communications and Knowledge Management from 2000 to 2006. He was seconded for a year to the National Trades Union Congress (NTUC) as Director, Corporate Development. He returned to EDB in 2007 as the Assistant Managing Director and was appointed Deputy Managing Director in 2009.

After studying in Raffles Institution and Hwa Chong Junior College in Singapore, Choon Shian was awarded an EDB scholarship to Japan in 1987. He graduated as a valedictorian from the University of Tokyo with a Bachelor of Science (Information Science) in 1992. He was a Sloan Fellow at Stanford University, USA, where he received a Master of Science in Management in 2000. He participated in the Advanced Management Programme at INSEAD, France in 2011.

Choon Shian is married with two children.

Mr Tan Kok Yam

Chief Executive, SkillsFuture Singapore

Mr Tan Kok Yam joined SkillsFuture Singapore (SSG) in November 2021 as its Chief Executive. He leads the organisation to drive and implement the national SkillsFuture movement. To this end, SSG strives to promote a culture of lifelong learning, build a
support system to enable the pursuit of skills mastery, and raise the quality of adult education and training in Singapore.

Prior to Nov 2021, Mr Tan was the Deputy Secretary of the Smart Nation and Digital Government Office. In this role, he established plans to realise impactful projects for Smart Nation, and developed policies and initiatives for the public sector to improve its use of data and IT to serve citizens better. Mr Tan also held a concurrent Deputy Secretary in Strategy Group overseeing issues related to climate change.
Mr Tan had also served in a number of other Ministries within the Singapore Public Service. He was the Director of Manpower in the Ministry of Defence, overseeing the human resource and national service policies of the Singapore Armed Forces. He also served previously in the Ministry of National Development and the Ministry of Education, dealing with public housing and higher education policies respectively.

Mr Tan is an engineer by training, having graduated from the University College London in 1997 with a Bachelor in Electrical and Electronic Engineering and a Master of Science in Telecommunications. He also completed the 1-year Sloan Program at the Stanford Graduate School of Business as a Fulbright Scholar.
