The Union Training Assistance Programme (UTAP) is supported by the NTUC Education and Training Fund (NETF) set up to help our working people in skills upgrading and re-skilling. NTUC members are able to enjoy training subsidies under:

    1. UTAP
      Union members can tap on more than 6,000 training courses to enjoy course fee subsidy, capped at $250 per qualifying member per year.
    2. Enhanced UTAP
      Union members aged 40 and above get a further boost to upskill, with higher course fee subsidy, capped at $500 per qualifying member per year. This applies to courses attended from 1 July 2020 to 31 December 2025.

What is UTAP?

Union Training Assistance Programme (UTAP) is a training benefit for NTUC members to defray their cost of training. This benefit is to encourage more union members to go for skills upgrading.

How to apply for UTAP?

Step 1: Click on ‘Search Course’ under the Skills Upgrade Available tab to find out if your course & training provider is supported under UTAP.

Step 2: Register for course with training provider and attend training. For course information and enrolment, please contact the training provider.

Step 3: Log in to your U Portal account to submit your UTAP claim.

Please apply for your UTAP claim within 6 months after course completion. Late claims will be rejected.

How much is the grant?

NTUC members enjoy 50% unfunded course fee support for up to $250 per year when you attend courses supported under UTAP. NTUC members aged 40 years and above enjoy up to $500 per year, for courses commencing from 1 July 2020 to 31 Dec 2025.

Who can apply?

All NTUC members can apply for UTAP. However, the following criteria must be met to be eligible for UTAP:

  1. Paid-up union membership before course commenced, throughout the whole course duration and at the point of claim
  2. Course by training provider must be supported under UTAP, and training must commence within the supported period
  3. Course must not be fully funded through company sponsorship or other types of funding
  4. You must achieve a minimum of 75% attendance for each application and sat for all prescribed examination(s), if any
  5. UTAP application must be submitted within 6 months after course completion

 

How do I check my NTUC membership status?
  1. Go to www.ntuc.org.sg -> Login using Singpass or UPortal ID and password à Click on E-statement -> View “Last Paid Date”
  2. Call our hotline at 6213 8008 and select the following options:
    1. Press * for more options
    2. Press 1 for Member
    3. Press 1 for Membership Information
    4. Enter Last 4 digits of NRIC (e.g. 1234) and confirm
    5. Enter DOB in DDMMYYYY (e.g. 28011980) and confirm
    6. Press 1 for Membership Status and Payment Information

Note:

  • To support your UTAP claim, you may be requested to submit a copy of your course certificate/tax invoice/statement of attendance via e-mail. Please ensure that you kept a copy of your supporting documents for audit checks when necessary.
  • Before applying for UTAP, please ensure your training commences within the supported period. Application of UTAP on training that starts after the expiry date will be rejected.
  • Only Ordinary Branch (OB), General Branch (GB) and OB/UCLUB members who are paying $117/year will be eligible.

*Unfunded course fee refers to the balance course fee payable after applicable government subsidy.

What is NETF Collaborative Fund (NCF)?

NCF aims to provide training support to companies who send their employees (NTUC members) for training programmes that enhance their employment and employability.

How much is the grant?

  • NCF co-funds training subsidy to support 50% unfunded course fees for unionised companies (capped at $250/member/year) for those who meet the eligibility criteria.
  • A unionised company can be supported up to $50,000 of training funds per year from 1 May 2020 to 31 December 2025.

NCF Qualifying Criteria

For Course
  1. The course must have a clear training outcome(s) and supported by Union/e2i.
  2. The course must obtain approval under NCF prior to staff training.
For Company
  1. Company must be unionised. Employee must be valid and active NTUC member throughout the training.
  2. Employee(s) must complete training or achieve required minimum attendance.
