Business leaders hold the key to driving transformation. That’s why the Government committed a total of S$300 million to scale up NTUC Company Training Committees (CTCs) from 2022 to 2028.
Part of this funding supports the NTUC CTC Grant—designed to help companies like yours stay competitive, innovate with confidence, and future-proof your workforce.
With co-funding support, the grant empowers businesses to raise productivity, redesign jobs, and create better work prospects for employees. This initiative, managed by NTUC’s e2i, ensures you have the resources to turn bold transformation plans into reality.

The grant serves to strengthen worker and business outcomes to bring about
Key commitment by applicant
- Wage increase; and/or
- Recurrent Skills Allowance1 or One-time Allowance2; and/or
- implemented Career Development Plan (CDP) that is communicated to staff.
1) Frequency can be either monthly, quarterly, half-yearly, or yearly, and amount is to be commensurate with the scale and type of project, in consultation with CTCs
2) This is applicable for projects with only training component tied to an approved CTC Grant transformation project. Amount of skills allowance is to be commensurate with scale and type of project.
What Can Be Supported Under CTC Grant?
- Training: In-house or external courses (non- SSG-supported) tied to the transformation project.
- Equipment & Software: Related OEM or software training to support job redesign.
- Consultancy Services.
Funding Support Details
- Each project is subject to a funding of up to 70% of qualifying cost.
- Organisations can receive funding for in-house or non SSG-supported external training courses, so long as the training is tied to a CTC Grant transformation project.
- In-house training is funded at $9/hour and external non SSG-supported courses funded up to 70% of course fee. Funding caps may apply.
- To be eligible for claims disbursement, applicant must meet the committed worker outcomes as stated in the Letter of Award (LOA).
- Funding quantum will be assessed based on: Strength of project from business transformation perspective; and Cost of project in relation to the committed worker outcomes.
Note: The application deadline for CTC Grant has been extended to 31 Mar 2028.
