NETF Collaborative Fund (NCF)

The NETF Collaborative Fund (NCF) supports unionised companies in their efforts to develop their workforce through upskilling and reskilling initiatives.

It aims to strengthen business capabilities while helping employees stay employable in a rapidly changing economy.

What is the NETF Collaborative Fund (NCF)?
Since 2019, the NETF Collaborative Fund (NCF) has been helping unionised companies upskill and reskill their employees — strengthening both employment and employability.
NCF aims to make training more accessible and affordable for:
The funding period has been extended until 31 December 2028.
Did you know?
NCF provides 50% support for unfunded course fees (capped at $250 per NTUC member per year) for eligible unionised companies.
How much is the grant?
Eligible companies can receive support of up to 50% of unfunded course fee, capped at:
(i) $50,000 per unionised company per calendar year; and
(ii) $250 per union member per calendar year. 
The funding period of NCF is from 1 May 2020 to 31 Dec 2028.

NCF Qualifying Criteria

For Course/ Assessment
  1. The course/ assessment must have clear employability outcome(s) and supported by Union/e2i.
  2. The course/ assessment must be approved under NCF prior to staff training.
For Company
  1. Unionised company must commence and complete the training programme/ assessment within NCF approved period and by the prevailing NCF funding end-date (i.e., 31 December 2028).
  2. Employee must have paid-up NTUC membership before training/ assessment commencement, throughout the entire training/ assessment duration and at the point of claim.
  3. Employee must submit either certificate of completion of training and assessment or training attendance sheets showing at least 75% attendance for the course(s) and sit for all prescribed examination(s) if any.
  4. Employee must not claim UTAP for the same training programme/ assessment attended (i.e., training programme/ assessment within same training period).
  5. Company must submit the final and complete claims within 4 weeks from NCF project funding end date.
